Curacao was one of the first jurisdictions to introduce gaming license back in 1993. In 2002, internet gaming licensing was separated from the Curacao Gaming Control Board and many online gaming operations sought licensing in the jurisdiction. CIGA - the Curacao Internet Gaming Association enforces a code of practice for all members licensed in the Netherlands Antilles. Another key benefit of Curacao licensing is the very low rate of tax – corporate income tax is a mere 2%. There is also zero rated tax on gross betting, no turnover tax and no value added tax. Once granted, a license is valid for five years.

In 2010, Curacao became a separate entity from the Dutch Antilles however the basic licensing principles remain the same. Licensing requires each operator to keep a complete audit trail of all transactions and wagers. No resident of the Dutch Antilles shall be able to play at any online gaming site. Access should be restricted to players over the age of 18, and the licensing board should be satisfied that the gaming company has sufficient resources to meet its financial obligations.

The relatively lenient licensing requirements in the Netherlands Antilles has meant that almost everyone who has the financial resources can obtain a gaming license there. There are currently over 200 gambling companies licensed in that jurisdiction alone. This is not to say that companies licensed there are not trustworthy, for some obtaining licensing there is merely a matter of convenience and fiscal benefit.
