The Lotteries and Gaming Authority established under The Lotteries and Other Games Act is the body responsible for overseeing gaming licenses in Cyprus. Remote Gaming is also regulated under the Remote Gaming Regulations which apply to all types of technology and games.
To hold a Cyprus gaming license, a company must be a limited liability company registered in Cyprus.
There are four different classes of license available in Cyprus
Class One Remote Gaming License: This license covers casino games, lotteries and slots. Operators must have software with an approved Random Number Generator. Class Two Remote Gaming License: This applies to operators who offer fixed odd betting or whose operations centre on markets. Some types of pool betting also come under this license.
Class Three Remote Gaming License: This license covers player to player games where operators do not share the risk but instead receive a commission or rake. This license applies to poker rooms and betting exchanges
Class Four Remote Gaming License: This is for software vendors and hosts who may receive a commission for providing or hosting gaming activities.
There are also a further two types of sub license: Class 1 on 4 Remote Gaming License: This is for Class 4 licensees who wish to offer games of chance. Class 3 on 4 Remote Gaming License: Applies to Cypriot operators to promote or aid gaming with an existing Class 4 license.
Update:
In July 2012, new laws were passed in Cyprus prohibiting cash betting transactions from betting operators. This mainly impacted betting exchanges and poker rooms and led to operator Bet Fair lodging an official complaint about Cypriot gaming law with the European Commission. At present the only form of gambling legal in Cyprus is sports betting.
The new laws are being challenged by companies currently operating casino gaming in Cyprus.
