CASINO LICENSING JURISDICTIONS - Antigua and Barbuda
Antigua and Barbuda started issuing gaming licenses in 1994, and licensing is overseen by the Directorate of Offshore Gaming. There are two types of licenses issued – interactive gaming licenses for casino operators and interactive wagering licenses for sportsbooks. Properly licensed gaming operators are issues with a seal for them to use on their website and players can check that the license is valid by clicking on the seal. Correctly licensed operators seals will link to a page which shows they have a genuine license whereas fake licensees are directed to a warning page.
Antigua and Barbuda require all licensees to use software which is random and fair and also to have their main servers and physical headquarters physically located in Barbuda. The servers must contain all the information relating to players, including their financial and wagering histories. Antigua and Barbuda are quite strict in their licensing requirements and they insist on transparency and player protection. Operators must be careful to comply with local Caribbean laws regarding money laundering, and shareholders must have met corporate due diligence requirements.
There is a non refundable fee of $15,000 for applying for a gaming license in Antigua with an interactive gaming license (for casinos and poker rooms) costing $100,000 and an interactive wagering license for sportbetting operations costing $75,000. There is an annual renewal fee for each license of $5,000 plus additional keyperson licensing fees of $1000. In addition, the gaming operation must hold the sum of at least $100,000 in reserve. This is paid into a separate account and held by the commission, in the event that the operator does not meet their obligations in paying players. Gaming tax is set at 3% which can be capped at 50k per month.
